Joseph D. Foster was born in Hessen Germany. He enlisted in the Marine Corps from Colorado Springs in January 1998. While on active Duty, after four years of service, he applied to and was accepted to the Marine Enlisted Commissioning Education Program via BOSST. Joseph graduated with a BS degree from University of Utah, in Anthropology and was commissioned a Second Lieutenant. Later in his career he was selected to attend Naval Post Graduate School. He graduated with a Master of Management in Business, completing a thesis, business case for the affordability of large and small Unmanned Aerial Systems uses as communication platforms, His area of focus, include, Logistics Communications, Information Technology, Business Process, Change Management, Operations Integration, Program Analysis from finances, productions, scheduling, personnel and assets management.

Joseph retired from the Marine Corps after 20 years in 2018. In April of 2018, Joseph capitalized on an opportunity to support USAA’S Enterprise process mapping, through his Process Engineering training, and Model Compliance, through his exposure to Operation Research at NPS and work at the Pentagon, with Enterprise Model Center of Excellence (CAO MCOE). He officially joined CAO MCOE team in August of 2019, as an FTE. Joseph looks for genuine opportunities to be a leader, promote continuous improvement and learning.
